The PSA clarified that upon transferring the soft copy of the data via a secured USB device, the Local Government Unit (LGU) assumes full responsibility for its management, protection, processing, and any potential security breaches. To ensure data privacy, the PSA noted that only aggregated statistical data and numerical information from the RCDF may be shared with requesting parties, keeping personally identifiable details confidential. Mr. Jelo S. Vale, whose official credentials and designation as the municipality's CBMS Data Protection Officer (DPO) were verified by the PSA during the meeting, highlighted that multi-factor password protection protocols secure the database against unauthorized access. Consequently, the meeting participants recommended key policy additions to the resolution, including limiting legislative data access to anonymized and aggregated forms, enacting a local ordinance for CBMS data governance and privacy, and requiring the MPDO to submit periodic utilization reports to the Sangguniang Bayan.
