Committee Report:
The Committee conducted meetings on April 29, May 6, and May 7, 2026 at the Sangguniang Bayan Session Hall to deliberate on the accreditation applications of four Civil Society Organizations (CSOs): Guardians Diplomatic Brotherhood Philippines International Inc., Villa De Adelaida Home Owners Association, Inc., Barangay Health Workers Association of Naic Inc., and Commando Anticrime Task Force Inc. The Committee reviewed their applications and supporting documents and confirmed that all required requirements were complete. The organizations presented their respective programs and activities focused on community service, health, peace and order, environmental cleanliness, and assistance to residents. Commando Anticrime Task Force Inc. also raised concerns regarding the possible provision of equipment or vehicles and the installation of a barrier along Timalan Balsahan entering Friendship Road, which the Committee advised them to coordinate with the appropriate offices. After evaluation, the Committee found all four organizations compliant with the accreditation requirements and recommended the approval of their applications as accredited CSOs in the Municipality of Naic, Cavite.

Committee Report:
On April 29, 2026, the Committee on Agriculture, Environment, and Natural Resources held a meeting with Gomez-Zamora Punong Barangay Manolito P. Casuga and Kagawad Harvey Blanco to deliberate on Barangay Ordinance No. 01, Series of 2026, which promotes proper household, river, and public waste disposal. The committee confirmed that the ordinance aligns with national laws—namely the Local Government Code of 1991 (RA 7160) and the Ecological Solid Waste Management Act of 2000 (RA 9003). To improve enforceability, the committee recommended revising Section 8 (Penalties) to clarify penalties across first, second, and third offenses, while establishing that parents or guardians—rather than minors—will be held liable if a minor was instructed to illegally dispose of waste. Additionally, the committee proposed amending Section 7 (Information Dissemination) to mandate tarpaulins, flyers, and official Facebook page posts to educate residents on proper segregation. Finding that the ordinance will significantly protect local rivers and improve community cleanliness, the committee formally endorsed Barangay Ordinance No. 01, Series of 2026 for adoption by the Sangguniang Bayan with these proposed revisions.

Committee Report:
This Committee Meeting conducted on April 29, 2026, by the Committee on Agriculture, Environment and Natural Resources and the Committee on Solid and Liquid Waste Management in the Municipality of Naic, Cavite. The meeting centered on reviewing a proposed resolution to authorize the Local Chief Executive to enter into a Tripartite Memorandum of Agreement (MOA) with the Naic Water Supply Corporation (NAWASCOR) and Cavite Alliedkonsult Services Corporation to serve as water service providers for municipal septage management. During the meeting, the committees clarified key legal and operational provisions within the proposed MOA: Insurance and Indemnity (Article VI): The first provision protects NAWASCOR and Cavite Alliedkonsult from liability or penalties resulting from circumstances beyond their control, such as policy reversals, delays, or community and barangay interference. The second provision limits the liability of the service providers for direct damages to an amount equivalent to one month's average service fees, while noting that operational equipment and vehicles are covered by comprehensive insurance. The third provision mandates that Cavite Alliedkonsult maintain general commercial liability and pollution liability insurance and submit copies of coverage to the LGU upon request. Term and Termination (Article VII): Attendees agreed to amend the termination clause to allow all three parties to terminate the agreement for convenience given a 60-day written notice with due cause. However, a MENRO representative noted that immediate termination should be discouraged because septage management is a mandated municipal responsibility. Roles and Governance: The report establishes that NAWASCOR holds the water franchise while Cavite Alliedkonsult acts as the technical operating partner, making both companies jointly responsible for operational matters. Meanwhile, the LGU serves as the supervising authority, helping satisfy DENR and DILG national sanitation requirements. The meeting concluded with an agreement that a revised Tripartite MOA will be resubmitted to support the final approval of the authorization resolution.

Committee Report:
On May 19, 2026, a committee hearing was held to discuss a proposed resolution authorizing the Local Chief Executive of Naic, Cavite, to sign the Deed of Donation and Acceptance (DODA) with the National Housing Authority (NHA) for Block 13 at Parkstone Estates in Barangay Calubcob. Attended by representatives from the NHA Cavite District Office, including Officer-in-Charge Ms. Emma Monica R. Anacan and Supervising Engineer Engr. Larissa R. Pascua, the meeting addressed earlier recommendations from January 15, 2026. While the LGU had previously submitted a formal request to use the property, the NHA clarified that a Sangguniang Bayan resolution is required before proceeding. Given that central NHA approval of the DODA can take considerable time, the NHA advised the LGU to also request temporary authorization to use the lot for community facilities such as a Multi-purpose Hall and Day Care Center. Although Ms. Anacan suggested passing a single resolution covering all NHA sites within the municipality, the Committee declined and decided that each NHA project should be handled through separate resolutions to ensure proper documentation and monitoring. The hearing also touched upon other local NHA sites requiring attention, including follow-ups on facility turnovers at Glori-Mor Ville and similar utilization permissions for the covered court at Rancho Verde 1. Ultimately, the Committee recommended coordinating with the Office of the Mayor to prepare individual authorization and resolution request letters for each affected NHA site, while maintaining that the current hearing focus strictly on Block 13 at Parkstone Estates.
